I'm working on a website that collect patient's medical bill cost anonymously, not any form of user id or names, dob , contact are taken from patient.
But at another page in the website, user can sign up with their names and emails for education newsletter purpose, this page is not related to the medical bills.
Is this in compliance with HIPAA?
